What the engine cannot yet say

One row per wish a synthetic client stated that no layer of the drafting engine can carry. Each names the layer that fails and the source language that would close it, so the register reads as a shopping list for ingestion. The register lives in the repository and closes in the same commit as the clause, rule or vocabulary that closes the gap.
